數(shù)萬旅客因疫情滯留三亞,各方正加快推動旅客返程工作。To ensure the safe and orderly departure of the stranded travelers,of whom the number can be tens of thousands in Sanya due to the pandemic, all related parties are stepping up their efforts.
返程航班什么條件下可以從三亞起飛?返程工作是否有堵點?中新網(wǎng)記者獨家對話海南航空三亞分公司總經(jīng)理鄧理璋。他從航司層面,介紹正在開展的滯留三亞旅客離島轉(zhuǎn)運工作。以下為對話實錄:Under what conditions can the return flights take off from Sanya? Are there difficulties in the return trip? The reporters from CHINANEWS.COM had an exclusive interview with Deng Lizhang, General Manager of the Hainan Airlines Sanya branch. 中新網(wǎng)記者:滯留三亞旅客離島正在緊張進行中,請介紹海南航空開展工作情況。CHINANEWS.COM reporter: The departure of the travelers stranded in Sanya from Hainanis being carried out. Please introduce the work of Hainan Airlines.
鄧理璋:三亞轉(zhuǎn)運滯留旅客是從8月9日開始的。8月9日的首個航班三亞飛西安,由我們海南航空來執(zhí)行。如果第一個航班不順利飛起來,后面的航班都不知道該怎么操作。當時克服了時間短、任務重、各項流程不清晰等困難,在各方協(xié)助下將這個航班順利落實。
Deng Lizhang:The transfer of travelers stranded in Sanya started on August 9. The first flight from Sanya to Xi’an on August 9 was carried out by Hainan Airlines. If the first flight does not fly smoothly, the subsequent flights are at a loss as to what to do. At that time, the difficulties such as short time, heavy tasks and unclear processes were overcome, and the first flight successfully took off with the assistance of all parties.
第一個航班進行后,從8月9日到12日,我們海南航空總共執(zhí)行了13班,轉(zhuǎn)運旅客達到2325人。目前執(zhí)行轉(zhuǎn)運任務的航司中,海南航空轉(zhuǎn)運旅客數(shù)量和航班班次占比都是最高。After the first flight, from August 9 to 12, Hainan Airlines arranged a total of 13 flights, transferring 2,325 travelers. The number of travelers and flight frequency of Hainan Airlines are the highest compared with those of the other airlines that perform transfer tasks.
中新網(wǎng)記者:轉(zhuǎn)運滯留旅客,在航司層面是什么樣的流程?CHINANEWS.COM reporter: What is the process of Hainan Airlines transferring stranded travelers?
鄧理璋:目前轉(zhuǎn)運旅客的流程大概是這樣,每天我們會根據(jù)整體運力情況,去評估第二天能飛的航班,然后與有關(guān)部門提交的符合政策的離島旅客名單做匹配。比如說要往西安轉(zhuǎn)運多少人、往上海轉(zhuǎn)運多少人,我們先安排航班,具體又涉及到寬體機、窄體機的安排,根據(jù)旅客的數(shù)量及座位要求匹配。目前這套流程非常順暢。
Deng Lizhang: The process of transferring travelers is as follows: Every day, we will assess the next day’s flights according to the overall capacity, and then match them with the lists of travelers meeting the policy, which are submitted by the relevant departments. For example, when we learn the number of travelers to be transferred to Xi’an or Shanghai, we will first arrange the flights, which will involve the arrangement of wide-body and narrow-body airplanes, and match them with the number of travelers and their seating requirements. At present, the process works well.
中新網(wǎng)記者:轉(zhuǎn)運滯留旅客的航班,需要滿足一定程度的上座率嗎?CHINANEWS.COM reporter: Do the transfer flights need to meet a certain degree of occupancy?
鄧理璋:這次轉(zhuǎn)運,首要考慮的是對整體疫情防控的影響,然后是疏散旅客的緊急程度??妥史矫鏇]有做太多的要求。但從防疫政策來看,反倒不希望旅客坐得太滿。另外,還要看目的地對單個航班運載人數(shù)的要求,目的地政府要看當?shù)貦C場的防疫組織能力(而確定航班人數(shù))。
Deng Lizhang: For the transfer, we first consider the impact on the overall pandemic prevention and control, and then the urgency of evacuating travelers. There are not too many demands on the traveler capacity. However, in terms of the pandemic prevention policy, we do not want the planes to be so full. Also, it depends on the destination’s requirements for the number of people to be carried on individual flights, and the destination government will determine the number of people on flights according to the local airport’s pandemic prevention organization capacity.從航司的角度說,我們沒有考慮客座率。只要旅客符合政策,不管數(shù)量是多還是少,航司都會積極地根據(jù)相關(guān)要求以及旅客的需求,安排航班承運。From the perspective of Hainan Airlines, we have not considered the passenger loads. As long as the travelers comply with the policy, no matter whether the number is large or small, Hainan Airlines will arrange flights according to the relevant requirements and the needs of travelers.
目前來看,因為旅客數(shù)量比較多,所以轉(zhuǎn)運航班客座率方面除了偶然因素,相對來說比較高。At present, due to the large number of travelers, the traveler capacity of transfer flights is relatively high except for accidental factors.

中新網(wǎng)記者:就航司層面來講,轉(zhuǎn)運滯留旅客的航班,在什么樣的條件下可以從三亞鳳凰國際機場起飛?CHINANEWS.COM reporter: From the perspective of Hainan Airlines, under what conditions can flights that transfer stranded travelers take off from Sanya Phoenix International Airport?
鄧理璋:運送滯留旅客返程,涉及到運力的調(diào)配、航線的資質(zhì)、航班時刻的安排。
Deng Lizhang:It involves the allocation of transport capacity, the qualification of airlines and the arrangement of flight schedules.
航空公司原先就有足夠的運力及航線資質(zhì)。只不過疫情開始出現(xiàn)的時候,大量的運力往外挪了。等到三亞需要疏散旅客的時候,我們海南航空調(diào)了4架寬體機跟3架窄體機回到三亞運行。Hainan Airlines already had sufficient capacity and route qualification. However, after the outbreak of the pandemic, a large transport capacity was allocated out of Hainan. When we need to evacuate travelers stranded in Sanya, Hainan Airlines allocated four wide-body planes and three narrow-body planes back to Sanya for operation.
從航司的角度來看,只要旅客符合資質(zhì),我們就去為旅客做票務服務,安排好航班,然后進行承運。重點還是看有關(guān)部門提供的旅客疏散的方向跟航點,然后跟目的地城市確認接納返程旅客的政策。From the perspective of Hainan Airlines, as long as travelers meet the requirements, we will provide ticket services for travelers, arrange flights and then carry them. We still focus on the direction and destination of traveler evacuation provided by relevant departments and then confirm the policy of accepting stranded travelers with the destination city.
中新網(wǎng)記者:目前對于航司來說,返程航班起飛的條件能夠順利滿足嗎?CHINANEWS.COM reporter: At present, for the airlines, can the conditions for the return flight to take off be fully met?
鄧理璋:對于航司來講,信息的通暢性和準確性非常重要。比如說明天安排我們飛三亞到上海的航班,我們需要事先掌握有多少位旅客坐這個航班,這些旅客什么時候能到達機場。
Deng Lizhang: Consistent and accurate information is very important to the airlines. For example, if we plan to fly from Sanya to Shanghai tomorrow, we need to know in advance how many travelers will take this flight and when these travelers will arrive at the airport.
這里對于航司來講存在兩個問題,一個就是旅客到達機場的時間。我們希望他們能夠相對更加集中一點到達,避免出現(xiàn)150人的航班,已經(jīng)到了100人,等另外50人的狀況,這可能會導致航班延誤時間比較長。因為這種返程航班不可能不等,等久了,已經(jīng)到機場的旅客難免產(chǎn)生情緒。There are two problems for airlines. One is the time when travelers arrive at the airport. We hope that they can arrive roughly at the same time to avoid the situation that for a 150-people flight, 100 people wait for another 50 people, which may lead to a long flight delay. Because this kind of return flight needs to wait for travelers, travelers who have arrived at the airport will inevitably feel bored after waiting for a long time.
旅客信息準確性方面,我們在轉(zhuǎn)運的過程中發(fā)現(xiàn),外籍旅客是一個難題。外籍旅客用的是護照,而且一些人的聯(lián)系方式、支付方式跟國內(nèi)旅客不一樣。他們護照號在名單里不能體現(xiàn)是大人還是小孩,這些需要航空公司與其聯(lián)系,而一些外籍旅客聯(lián)系方式方面會有一些問題。后面我們跟有關(guān)部門商量,對于聯(lián)系不上的旅客,有關(guān)部門會將其送到機場來,我們在機場柜臺為這些人開展服務。目前這些堵點都在逐步疏通改善。In terms of the accuracy of traveler information, we found that passports are a problem during the transfer. Foreign travelers use passports, and some people’s contact information and payment methods are different from those of domestic travelers. We cannot judge whether they are adults or children simply from their passport numbers on the list, so we need to contact them. But we have some troubles reaching them.. Later, we discussed these problems with the relevant departments. For those who cannot be reached, the relevant departments will send them to the airport. We will provide services for them at the airport counter. At present, these problems are gradually solved.
中新網(wǎng)記者:從第一班的略顯匆忙,到現(xiàn)在每天能運幾千人,有哪些經(jīng)驗可以分享?CHINANEWS.COM reporter: From the rush of the first flight to the fact that thousands of people can be transported every day, what experience can you share with us?
鄧理璋:目前不同城市之間關(guān)于疫情防控方面的溝通整體順暢,一旦確定目的地能夠接收,航空公司立即組織航班計劃,然后有關(guān)部門組織旅客在盡可能集中的時間段內(nèi)到達機場,這樣整體運行會很順暢。
Deng Lizhang: At present, the communication among different cities on pandemic prevention and control is generally smooth. Once we confirm the destination can receive stranded travelers, the airlines will immediately schedule flights, and then the relevant departments will organize travelers to the airport in group, so that the overall operation will be smooth.

中新網(wǎng)記者:以8月6日實行臨時性全域靜態(tài)管理計算,一些旅客已經(jīng)在三亞滯留超過一周的時間了。作為在一線組織旅客返程的航司負責人,你有什么話想對這些旅客說?CHINANEWS.COM reporter: Based on the temporary static management of the whole area implemented on August 6, some travelers have been stranded in Sanya for more than one week. As the person with Hainan Airlines who are handling the departure of stranded travelers, what do you want to say to these travelers?
鄧理璋:說下我個人的建議和看法。希望大家相信三亞人民和三亞市政府,相信我們航空公司的工作人員。只要大家能夠按照規(guī)定,做好核酸檢測,同時提交離島申請,我們會盡快組織更多運力,開展更加快捷更加有效地溝通,同時盡快組織好票務服務工作,制定明確的航班計劃。
Deng Lizhang: In my opinion, I hope you can trust the people of Sanya and the government of Sanya and the staff of our airlines. As long as travelers finish NAT and submit applications for departure from Hainan in accordance with the regulations, we will carry out faster and more effective communication, organize more flights, provide ticket services and formulate clear flight plans as soon as possible.
大家知道三亞目前有很多高風險區(qū),我們分公司有不少員工被封控在家。海南省、三亞市多次提到,相關(guān)轉(zhuǎn)運工作要最干凈地、最安全地、最符合防疫政策地去組織。所以我們是相當于用不到平時一半的人,干比平時多得多的保障工作。好在政府相關(guān)部門給了很多支持,我們一起協(xié)作,帶大家盡早回到自己家鄉(xiāng)。As we all know, there are many high-risk areas in Sanya. Many employees of our branch are locked up at home. Hainan Province and Sanya City have repeatedly mentioned that the relevant transfer work should be organized in the cleanest and safest manner and in most consistent with the pandemic prevention policy. That is to say, we used less than half of the staff in normal times and did much more service work than usual. Fortunately, the relevant government departments have given us a lot of support. We will work together to bring you back to your hometown as soon as possible.
