2018年，中國(guó)國(guó)家主席習(xí)近平在博鰲亞洲論壇年會(huì)上發(fā)表主旨演講時(shí)提出建設(shè)海南自由貿(mào)易港。如今四年多的時(shí)間過(guò)去了，海南在制度集成創(chuàng)新上集中發(fā)力，全面深化改革開(kāi)放。讓我們跟隨記者廖珠一起來(lái)看看自貿(mào)區(qū)政策如何在海南落地見(jiàn)效。

In 2018, Chinese President Xi Jinping pledged to build the Hainan Free Trade Port while addressing the Bo’ao Forum. And four years after that, the island has been focusing on institutional integration and innovation, as well as the comprehensive deepening of reform and opening up. And Liao Zhu checks out how free trade zone policies have shown positive results.

今年9月23日，海南自貿(mào)港至非洲國(guó)際遠(yuǎn)洋集裝箱航線在洋浦國(guó)際集裝箱碼頭正式開(kāi)通運(yùn)營(yíng)，這是海南自貿(mào)港開(kāi)辟的第二條洲際集裝箱航線。這不僅填補(bǔ)了海南通往非洲的集裝箱航線空白，進(jìn)一步拓寬了洋浦外貿(mào)航線網(wǎng)絡(luò)，同時(shí)為提升海南港口國(guó)際化水平和對(duì)外輻射能力，打造中國(guó)面向印太兩洋的重要對(duì)外開(kāi)放門戶奠定了堅(jiān)實(shí)基礎(chǔ)。
On September 23rd this year, the Hainan Free Trade Port-Africa international container route officially opened at Yangpu International Container Terminal, which is the second global container route opened by the Hainan Free Trade Port. This not only fills the gap in the container route connecting Hainan to Africa, which further expands the foreign trade route network of Yangpu, but also lays a solid foundation for enhancing the internationalization level of Hainan’s ports, helping to build the island into an important window for China facing the Indian and Pacific Oceans.

我們還是不斷的在探索新一輪的改革開(kāi)放，甚至自貿(mào)港政策的落地過(guò)程當(dāng)中，我們可以做的一些事情，最主要的還是對(duì)標(biāo)國(guó)際一流的船舶登記地的一些有效的做法，目前現(xiàn)有政策層面、營(yíng)商環(huán)境層面，還有一些更加深層次的，比如說(shuō)金融層面的、法律層面的等等。
We are constantly exploring the new round of reform and opening up, and the things we can do during the implementation of the free trade port policies. We are mainly focusing on building a port of registry in line with the international level. Now we have carried out specific measures on policy and the business environment, as well as on finance and legislation.

截至2022年8月底，共有460家航運(yùn)產(chǎn)業(yè)相關(guān)市場(chǎng)主體在洋浦登記注冊(cè)，新增登記船舶217艘，新增運(yùn)力近1000萬(wàn)載重噸。其中，“中國(guó)洋浦港”國(guó)際船舶達(dá)33艘，載重噸突破508萬(wàn)，助力海南省國(guó)際航行船舶總噸位歷史性躍居中國(guó)第二。
By the end of August this year, there were 460 market entities related to the shipping industry registered in Yangpu, along with 217 newly added ships with nearly 10 million deadweight tons of new capacity. Among them, 33 international ships have registered at Yangpu Port, with over 5 million deadweight tons, helping Hainan rank second in China in terms of international shipping tonnage.

這里是?？谑械奈骱０?，我身后的這座建筑物就是CDF海口國(guó)際免稅城，建筑面積有28萬(wàn)平方米，是“世界最大單體免稅店”，計(jì)劃將于10月28日開(kāi)業(yè)，進(jìn)一步豐富海南免稅購(gòu)物市場(chǎng)。
I am at the West Coast of Haikou City. Behind me is the Haikou offshore duty-free shop of the China Duty-Free Group. Spread over an area of 280,000 sq m, it is the world's largest single duty-free shop. Scheduled to open on Oct 28, it will further enrich Hainan's duty-free shopping market.

離島免稅購(gòu)物是海南自貿(mào)港的一塊“金字招牌”。據(jù)?？诤ｊP(guān)統(tǒng)計(jì)，自2020年7月1日海南離島免稅新政實(shí)施至今年6月底，兩年來(lái)，海關(guān)監(jiān)管離島免稅購(gòu)物金額906億元、銷售件數(shù)1.25億件、購(gòu)物旅客1228萬(wàn)人次。日均購(gòu)物金額1.24億元，較新政實(shí)施前增長(zhǎng)257%。離島免稅不僅為游客帶來(lái)實(shí)惠，在拉動(dòng)內(nèi)需、吸引消費(fèi)回流、助力海南連接國(guó)際市場(chǎng)方面，都發(fā)揮著重要作用。
Offshore duty-free shopping is a "golden card" of the Hainan Free Trade Port. According to data provided by Haikou Customs, in the two years since the implementation of the new policy, from July 1st, 2020 to the end of June this year, duty-free shopping supervised by Customs came in at 90.6 billion yuan, with the number of items being sold reaching 125 million. The total number of customers during the same period stood at 12.28 million, while the average daily shopping amount stood at 124 million yuan, up 257 percent from before the new policy took effect. Duty-free shopping not only brings benefits to tourists, but also plays an important role in stimulating domestic demand. Besides, it also helps in bringing back overseas consumption and connects Hainan to the international market.

在三同步上，我覺(jué)得近兩年是突飛猛進(jìn)的變化的，從品牌的引進(jìn)，特別我們最大?？诘膰?guó)際免稅城近千個(gè)品牌，然后很多都是首店或者是單店的形式出現(xiàn)，所以說(shuō)更能夠吸引國(guó)內(nèi)甚至于國(guó)外的消費(fèi)者到海南來(lái)旅游度假，特別是來(lái)消費(fèi)，形成產(chǎn)業(yè)鏈?zhǔn)降南M(fèi)帶動(dòng)。
We have been upgrading the brands, varieties and prices of the duty-free goods in alignment with the international level, which have shown positive results in the past two years. We have introduced a lot of brands, with as many as 1,000 brands establishing their presence in the Haikou offshore duty-free shop. It can better attract more consumers from both home and abroad to Hainan for vacation and shopping, thus driving consumer spending.

制度集成創(chuàng)新結(jié)出的累累碩果正為海南自由貿(mào)易港建設(shè)提供源源不斷的動(dòng)力與活力，也吸引著各類要素加速向海南自由貿(mào)易港集聚。近兩年海南新增市場(chǎng)主體超過(guò)100萬(wàn)戶，增速連續(xù)28個(gè)月保持全國(guó)第一，截至今年8月底存續(xù)市場(chǎng)主體已突破200萬(wàn)戶。近兩年海南實(shí)際利用外資年均增長(zhǎng)52.6%，新設(shè)外資企業(yè)數(shù)年均增長(zhǎng)139%；今年上半年實(shí)際利用外資15.9億美元，同比增長(zhǎng)67.4%，吸引了一批大型跨國(guó)企業(yè)落戶。
The institutional integration and innovation are providing continuous vitality for the construction of the Hainan Free Trade Port, attracting all kinds of factors. In the past two years, over 1 million new market entities have been added in Hainan, ranking first in China for 28 consecutive months in terms of growth rate. By the end of August this year, the number of existing market entities in the province had exceeded 2 million. The foreign direct investment in Hainan increased by 52.6% annually in the past two years, and the number of newly established overseas-funded enterprises rose by 139% annually. In the first half of this year, a number of multinational enterprises have been attracted to settle in Hainan. The foreign direct investment saw an increase of 67.4% year-on-year to $1.59 billion (nearly $1.6 billion).

全國(guó)自貿(mào)試驗(yàn)區(qū)形成的278項(xiàng)制度創(chuàng)新成果，海南已復(fù)制推廣260項(xiàng)；海南形成的128項(xiàng)制度創(chuàng)新成果有121項(xiàng)已完成省內(nèi)復(fù)制推廣。下一步，我們將圍繞省委省政府的工作重心，聚焦全島封關(guān)運(yùn)作準(zhǔn)備、海南自貿(mào)港政策的擴(kuò)容增效、產(chǎn)業(yè)高質(zhì)量發(fā)展，以及建立開(kāi)放型經(jīng)濟(jì)新體制等，謀劃推出未來(lái)三年的改革和制度集成創(chuàng)新行動(dòng)方案，推動(dòng)形成更多有自貿(mào)港顯示度的創(chuàng)新成果，為加快建設(shè)具有世界影響力的中國(guó)特色自由貿(mào)易港提供制度支撐。
Hainan has promoted 260 of the 278 cases of innovation in institutional reform made in China's pilot free trade zones. The province has formed 128 related achievements, and 121 of them have been promoted within the province. Next, we plan to focus on the island-wide independent customs operations, the expansion of the free trade port policies, high-quality industrial development, as well as the establishment of a new open economic system. We are going to launch the action plan on reform and institutional integration and innovation in the next three years, and strive to gain more innovative achievements that show our own characteristics. We aim to provide institutional support for accelerating the development of Hainan into a free trade port with Chinese characteristics and global influence.

海南自貿(mào)港政策紅利的持續(xù)釋放和海南自貿(mào)港建設(shè)的加速推進(jìn)，將助力中國(guó)以更加開(kāi)放的姿態(tài)，為對(duì)全球投資者提供更加自由化、便利化的機(jī)遇與平臺(tái)，促進(jìn)彼此的發(fā)展和建設(shè)。
The continued release of policy dividends and the accelerated construction of the Hainan Free Trade Port is expected to help China provide more opportunities and platforms for global investors and promote mutual growth and development.
