5月15日，海南省財(cái)政廳印發(fā)《關(guān)于做好海南自由貿(mào)易港外籍人員參加全國會(huì)計(jì)專業(yè)技術(shù)資格考試實(shí)施工作的通知》（以下簡稱《通知》），自即日起，允許在海南自由貿(mào)易港內(nèi)外籍人員參加全國會(huì)計(jì)專業(yè)技術(shù)資格考試。

On May 15th, the Department of Finance of Hainan Province issued the Notice on the Implementation of Allowing Foreign Nationals to Take the National Accounting Professional and Technical Qualification Examination in the Hainan Free Trade Port (“the notice” in short), which takes effect immediately.

《通知》明確，在海南自由貿(mào)易港合法工作和居留的外籍人員可以參加全國會(huì)計(jì)專業(yè)技術(shù)資格考試，其取得的資格證書或合格證明在全國范圍內(nèi)有效。外籍人員在海南自由貿(mào)易港參加會(huì)計(jì)專業(yè)技術(shù)資格考試，與境內(nèi)考生實(shí)行統(tǒng)一組織、統(tǒng)一考試時(shí)間、統(tǒng)一考試大綱、統(tǒng)一考試命題、統(tǒng)一合格標(biāo)準(zhǔn)的考試制度。

The notice specifies that foreign nationals who are legally employed and residing in the Hainan Free Trade Port are eligible to participate in the National Accounting Professional and Technical Qualification Examination. The qualification certificates or proof of passing obtained by them will be valid nationwide. The examination for Foreigners will follow the same examination system as that for domestic candidates, which includes same exam organization, timing, syllabus, question assignments , and passing standard.

報(bào)名參加會(huì)計(jì)資格考試的外籍人員，應(yīng)具備下列基本條件：具有完全民事行為能力，遵守中華人民共和國法律、法規(guī)；認(rèn)真履行崗位職責(zé)，具備良好的職業(yè)道德品質(zhì)，無嚴(yán)重違反財(cái)經(jīng)紀(jì)律的行為。《通知》中還對(duì)報(bào)名參加初級(jí)、中級(jí)、高級(jí)資格考試人員的學(xué)歷學(xué)位、會(huì)計(jì)工作年限作了規(guī)定。外籍人員在境外的從業(yè)經(jīng)歷，可視同國內(nèi)從業(yè)經(jīng)歷。

Foreign nationals who register for the examination should meet the following basic requirements: they must have full legal capacity, comply with the laws and regulations of the People's Republic of China, diligently fulfill their job responsibilities, possess good professional ethics, and have no serious violations of financial and economic disciplines. The notice also specifies the educational qualifications, degrees, and accounting work experience requirements for foreign candidates applying for the junior, intermediate, and senior levels of qualification examinations. Foreign nationals’ work experience abroad is regarded as equivalent to domestic work experience.

《通知》要求，符合報(bào)名條件的在職在崗?fù)饧藛T按屬地化原則在其工作單位所在地報(bào)名；符合報(bào)名條件的在校學(xué)生，在其學(xué)籍所在地報(bào)名；符合報(bào)名條件的其他人員，在其居住地報(bào)名。報(bào)名期間應(yīng)攜帶以下材料原件前往報(bào)名資格審核點(diǎn)辦理資格審查：經(jīng)所在單位蓋章的考生信息表（無工作單位的考生無需蓋章）；學(xué)歷或?qū)W位證書（持非中華人民共和國高等院校學(xué)歷或?qū)W位證書的，還應(yīng)提供國家教育行政主管部門認(rèn)可的學(xué)歷證明）；所在單位出具的會(huì)計(jì)工作年限證明（報(bào)考初級(jí)會(huì)計(jì)師考試的考生無需提交）；有效身份證明（有效護(hù)照、簽證或外國人永久居留身份證）。所有報(bào)名參加考試人員，均在其報(bào)名所在地參加考試。

The notice requires that foreign nationals who meet the registration requirements and are currently employed and working can register at their place of work in accordance with the principle of territorialization. For international students who meet the requirements, they can register at their place of enrollment. For other individuals who meet the registration requirements, they can register at their place of residence. During the registration period, applicants need bring the following original documents to a designated place for qualification review: the candidate information form stamped by their current employer (candidates without an employer do not need a stamp); academic certificate or degree diploma (if the candidate holds a certificate or diploma from education institutions outside the PRC, they also need submit proof of recognition by the national education administrative department); proof of accounting work experience issued by their employer (candidates applying for the junior level do not need to submit this document); valid identification (valid passport, visa, or foreign permanent residence ID). All candidates must take the exam at the their location of registration.

外籍人員參加全國會(huì)計(jì)專業(yè)技術(shù)初級(jí)、中級(jí)資格考試成績合格，由人力資源社會(huì)保障部、財(cái)政部頒發(fā)相應(yīng)會(huì)計(jì)專業(yè)技術(shù)資格證書。外籍人員參加全國會(huì)計(jì)專業(yè)技術(shù)高級(jí)資格考試成績合格，可登錄“（http：//kzp.mof.gov.cn）全國會(huì)計(jì)資格評(píng)價(jià)網(wǎng)”下載合格證明，經(jīng)申報(bào)高級(jí)會(huì)計(jì)師評(píng)審并通過的，頒發(fā)中共海南省委人才發(fā)展局印制的高級(jí)專業(yè)技術(shù)資格證書。

Foreign nationals who pass the examination for junior and intermediate levels will be issued corresponding accounting professional qualification certificates by the Ministry of Human Resources and Social Security and the Ministry of Finance. Foreign nationals who pass the examination for the senior level can download their qualification certificates via the National Accounting Qualification Evaluation website (http://kzp.mof.gov.cn) and apply for senoir accountant certificate If the application is passed, they will be granted the Senior Professional Technical Qualification Certificate issued by the Talent Development Bureau of the CPC Hainan Provincial Committee.

省財(cái)政廳有關(guān)負(fù)責(zé)人表示，允許外籍人員在海南自由貿(mào)易港參加會(huì)計(jì)專業(yè)技術(shù)資格考試，是實(shí)現(xiàn)境外人員在海南就業(yè)創(chuàng)業(yè)自由化便利化的重要政策舉措，將為海南自由貿(mào)易港的發(fā)展提供更多的人才支持。

The relevant officials from the Department of Finance of Hainan Province stated that, allowing foreign nationals to take the accountant exam in the Hainan Free Trade Port is an important measure to facilitate the freedom and convenience of employment and entrepreneurship for overseas nationals in Hainan. More talent support will be provided for the development of the Hainan Free Trade Port.
