隨著海南對外開放、入境免簽政策的不斷推進，越來越多的外籍人士來到海南工作、旅游、學習和生活，如何辦理綁定銀行卡、哪些手機軟件需要下載、怎樣使用手機支付……這些問題往往使外籍人士入境后感到一頭霧水。
In recent years, Hainan has continued opening itself up to an unprecedented degree, with its visa-free entry policy making it easier for foreign travelers to visit Hainan and various policies attracting expats here to work, live, and study. Yet, for newcomers, getting their heads around linking their bank cards to WeChat Pay or Alipay, which apps to download, and how to pay for things can often be a challenge.
為了從政策解讀及衣、食、住、行等各方面為外籍人士在海南生活提供便利服務，3月24日，由海南省外事辦公室編制的《外籍人士在瓊服務手冊》正式發(fā)布。作為海南首次面向外國人編寫的服務指南， 《外籍人士在瓊服務手冊》以清晰、便捷、可視化的方式提供在瓊外籍人士工作、生活、創(chuàng)業(yè)所需的實用性信息和服務資訊。
Not to worry, the Guide to Hainan for Expats released on March 24 has got you covered. This colorfully illustrated guide, produced by the Foreign Affairs Office of Hainan Province (Hainan FAO), explains in plain English various aspects of traveling, living, working, studying, and doing business in Hainan for the first time ever, providing useful information and step-by-step instructions for a range of services.
手冊有什么內容？
What’s in the Guide?
手冊共分為四個部分，“海南概覽About Hainan”介紹了海南名稱、人口、特色等。
The guide is divided into four sections. The first section, “About Hainan”, provides a brief overview of Hainan, introducing its various names, statistics, and highlights.
“來到海南Staying in Hainan”包括入境后政務手續(xù)、常用應用程序、支付方式、通訊、租房、教育、醫(yī)療、求助熱線、天氣、法定假日等重要信息。
The second section, Staying in Hainan, covers everything from what to do after arriving in Hainan, useful apps, payment options, getting connected, housing, and education to medical care, emergency services, climate and temperature, and public holidays and traditional festivals.
“探索海南 Explore Hainan”推薦了文化參觀、旅游信息、購物、美食、重要活動與比賽等。
The third section, Explore Hainan, provides information on cultural venues, where to find in-depth travel info, where to shop, what to eat, and major events and competitions that Hainan hosts.
“本地服務 Local Services”包含了海南自由貿易港一站式政策查詢解讀平臺、創(chuàng)業(yè)、入境免簽政策、人才認定標準及相關政策、領事協(xié)助等內容。The final section of the guide, Local Services, tells you where to look up local news, learn about Hainan’s latest policies, how to start a business, and provides information on other policies that apply for foreign nationals and useful contact information.
此外，手冊還內附了40余張應用程序、商超所對應的插圖，內置了35個二維碼，延伸在瓊生活、旅游的服務信息和指南。
In addition,QR codes throughout the main guide link to 35 in-depth articles and how-to guides, such as a list of duty-free shops in Hainan and applying for a Chinese driver’s license, while more than 40 apps and vendors are mentioned.

Where do I get a copy?
電子版手冊可在海南外事公眾號、海南國際傳播網(www.hicn.cn)、hiHainan公眾號、海南國際傳播中心海外社交平臺矩陣（臉書、推特等）等平臺查看。
The electronic version of the guide has been launched and can be viewed on a number of platforms, including the Hainan FAO WeChat public account (海南外事),the HICN website (www.hicn.cn), hiHainan WeChat public account, and HIMC’s various overseas social media accounts (Facebook, X, etc).
值得一提的是，紙版手冊還將向出入境管理服務大廳、機場、碼頭、酒店等外籍人士聚集區(qū)域集中投放，并將面向博鰲亞洲論壇2024年年會嘉賓發(fā)放，供來瓊參會的外籍嘉賓便捷地查詢相關服務資訊。
Hard copies of the guide will be available at various locations, such as Entry-Exit Administration service centers, airports, ferry terminals, and hotels throughout the province. They will also be handed out to attendees of the BFA 2024 annual conference to enable them to make the most of their time in Hainan.
海南省外事辦公室有關負責人表示，《外籍人士在瓊服務手冊》的發(fā)布是海南提升國際化服務水平的重要舉措，是外籍人士通行海南的一本“百科全書”，也是海南首本外籍人士工作生活服務指南，將成為展示海南風采、傳播中國聲音、吸引外國人才的一張亮麗名片。
According to the Hainan FAO, launching the Guide to Hainan for Expats is an important step in improving Hainan’s international service level. The guide is intended to serve as a detailed “encyclopedia” for foreign nationals visiting and living in Hainan and showcase the island province’s openness and charm, spread China’s voice, and draw even more foreign talent to Hainan.
